Code review -- focused findings on a file or diff

1. Deliverable is a single markdown file with sections for Bugs, Security issues, Missing tests, and Severity-ranked findings. 2. Each finding has a line number (where applicable), a 1-sentence description, and a severity tag (error / warning / info). 3. "What I could not verify" section explicitly lists anything outside the diff or outside my access. 4. No fabricated build/test outputs — only commands that appear in the repo's own manifests. 5. Turnaround: ~24 hours.
